I've found that if you go early in the morning before it opens, like stand in line 30 minutes before it opens in the morning, the whole experience is quick and easy. The workers just had their coffee and they're somewhat chipper. When I got there, the line was already out the door and onto the sidewalk to the closest tree which was initially concerning for me. By the time they were open, the line had tripled behind me.

They've changed the system now so that right when you approach the door someone asks you why you're visiting the DMV and they send you to another person to check to make sure you have all the right documents. I was later sent to a line for filling out an application on a computer, and then my documents were verified a second time before receiving a number. At this point, it was 9:30, so only 30min had passed after they had opened (which means it took less than 30min from when I walked through the door to get a number).
