Excellent service! I took my 88-year-old neighbor to DMV Waldorf this morning to obtain a replacement driver's license. We were very pleased with the agents, especially Linda. We were early for our scheduled appointment
, but Linda helped to process us through the Kiosk so quickly that we were in/out before our scheduled appointment. Very friendly and supportive of our reason for visiting. Super cooperation! Thank you.

I am writing to express my concerns regarding my experience throughout my driver's licensing process at the Waldorf MVA branch.
I am pleased that my licensing matter was ultimately resolved, and I would like to acknowledge that during my most recent visit I was assisted by an employee who was professional, patient, and extremely helpful. She took the time to review my record, clearly explained my status, answered my questions, and even informed me that, if I felt ready, she could schedule my road test that same day. The road examiner I met was equally courteous and professional. Their service demonstrated the level of customer care I had hoped to receive throughout this process.
Unfortunately, my earlier experiences were very different.
Over the course of my application, I made several unnecessary trips because I was repeatedly given new requirements that had not been communicated during previous visits. Initially, I was told I needed to bring my previous driver's licence. After returning, I was informed that I first had to complete the required three-hour driver improvement course. After completing that course and returning again, I was then told that my I-94 had expired and that I would need to wait until my immigration status was adjusted before continuing.
Had my documentation been reviewed thoroughly from the beginning, much of this could have been communicated during my earlier visits, saving multiple appointments, time, and unnecessary frustration.
After my immigration status was updated, I returned to continue the process. The employee assisting me was unsure how to process my UK provisional licence and sought assistance from a supervisor.
The supervisor repeatedly asked me which state my UK licence had been issued in. This genuinely confused me because the United Kingdom does not have states, so I was unsure what she was asking. I tried to answer honestly, but I felt that my responses were not being understood, and I sensed frustration during the interaction. Eventually, simply to move the process forward, I felt compelled to provide an answer that I believed would satisfy the question rather than accurately describe the issuing authority.
The supervisor then closely examined my licence. I fully understand and support the need to verify foreign identification documents, and I have no objection to that process. However, the manner in which it was conducted made me feel uncomfortable and as though I was under suspicion. There are professional ways to verify documents while still maintaining a customer's dignity.
During this interaction, I also observed the supervisor and the colleague assisting her whispering and laughing while I was standing at the counter. I cannot say what they were discussing, but given the circumstances, it made me feel embarrassed and uncomfortable.
As the process continued, the repeated appointments, changing requirements, and inconsistent information began to affect me emotionally. I found myself becoming increasingly anxious whenever I had to visit the MVA because I never knew what new issue would arise.
After I passed my knowledge test, I was informed that my application had expired and that staff could not locate my record. When I asked what the next steps were, I received very little explanation or reassurance.
The uncertainty weighed on me so heavily that, although my next appointment was actually scheduled for July 29, I mistakenly went to the branch a week early because I had been thinking about the situation constantly and wanted to finally understand what was happening.
Ironically, during that visit, a different employee quickly located my information in the system, explained everything clearly, and resolved my concerns. It became apparent that my records were available and that my application could be processed without the confusion I had experienced previously.
My concern is not with the MVA's verification procedures or licensing requirements. Those are important and necessary. My concern is with the inconsistency of the information I received, the lack of empathy shown during several interactions, and the manner in which I was treated by the supervisor during what was already a stressful process.
I am sharing this feedback because I believe every customer deserves clear communication, professionalism, and respect particularly those navigating immigration documentation or presenting foreign licences. I sincerely hope my experience can be used as an opportunity to improve customer service for future applicants.

You also can mail the documents to the MVA’s Out-of-State Title Unit, 6601 Ritchie Highway, Glen Burnie, MD 21062, or go to an MVA licensed tag and title service center where they will assist you with your application.
That being said, making an appointment is not required, but it is strongly advised to avoid long wait times.
