I am trying to get a duplicate license for my son that lives in Eureka. He has lost his.

The field office in Eureka, CA is closed. I selected a link to find more information, and there is no information about when the new office is going to open. I should be able to make an appointment for when it does open, but alas! Not so. I need to renew my driver's license in person in order to take a vision test.
I had a great deal of problems signing on, going in circles about each of my email address domains not being recognized, but when I tried to start a new sign-in, it said I already had an account with that email address. Round and round, my daughter finally broke through the mess by starting over and getting new ID and PW with her iPad. I have everything ready to go except a required appointment.
