Massachusetts Vehicle Titling and Registration
Title and Register a Vehicle in Massachusetts
Vehicles in Massachusetts must be titled and registered. The process differs slightly based on whether you recently:
- Purchased a vehicle from an individual.
- Purchased a vehicle from a dealer.
- Moved to Massachusetts.
Registration and Titling for Massachusetts Vehicle Purchased from a Private Seller
When you purchase a vehicle from an individual in Massachusetts, you’ll be required to:
- Visit your insurance agent and have them complete, stamp, and sign a Registration and Title Application (TTLREG100_1119).
- Visit a Registration Drop-Off location* OR make an appointment at an open service center and provide the application, payment for the registration fees and taxes, and one of the following:
- Certificate of title (signed by buyer and seller).
- Registration and bill of sale (if the vehicle is title-exempt based on age).
- Odometer disclosure statement and bill of sale including the sale price (if there is no space on the title for this information to be provided).
Using a Registration Drop-Off location requires completion of a Registration Drop Off Center Form for Individual Customers (REG123_0221).
Title and Register an MA Vehicle Purchased at a Dealership
If you purchased your vehicle from an MA dealer, you must:
- Get the dealer to complete and sign a Registration and Title Application (TTLREG100_1119).
- Visit an insurance agent and have them stamp and sign the application.
- Gather the bill of sale and one of the following:
- The last owner’s certificate of title*.
- Previous registration (if title is unavailable).
- Manufacturer’s certificate of origin*.
- Visit a Registration Drop-Off Center** OR make an appointment and visit an Registration of Motor Vehicles (RMV) service center to:
- Present the above items.
- Pay the applicable fees and taxes.
*Must contain the sale date, purchase price, and odometer reading.

Title and Register a Massachusetts Vehicle: New Residents
The titling and registration is slightly different for new residents of Massachusetts. New residents must register their vehicles immediately after establishing residency.
To title and register, you’ll need to:
- Complete an Affidavit in Support of a Claim for Exemption from Sales or Use Tax for a Motor VehiclePurchased Outside of Massachusetts (MVU-29).
- Visit an insurance agent and have them complete, stamp, and sign a Registration and Title Application (TTLREG100_1119).
- Visit a Registration Drop-Off Center* OR make an appointment and visit an open service center to provide the completed forms listed above as well as:
- The out-of-state tite (if there is NO lien on the vehicle).
- The current out-of-state registration in lieu of a title if:
- There is a lien on the vehicle, or
- The vehicle is exempt from titling based on its age.
You must get a vehicle inspection within 7 days of registering.

Massachusetts Title and Registration Fees
- Title fee: $75.
- Registration fees:
- $60 (passenger vehicle).
- $20 (motorcycle).
- Excise tax:25% of the vehicle purchase price.
