Washington, D.C. Mandatory Ignition Interlock Device Program

In Washington, D.C., a program requiring ignition interlock devices is a court-ordered requirement for individuals who have been found guilty of driving under the influence of drugs or alcohol. The program requires these individuals to install an ignition interlock device on their vehicle, a breathalyzer that measures the alcohol content in their breath.

If the device detects alcohol on their breath, the vehicle will not start.
However, in general, ignition interlock devices (IIDs) are installed in vehicles to prevent drivers under the influence of alcohol from operating the vehicle. These devices require drivers to blow into a breathalyzer before starting the car, and if the device detects a certain level of alcohol on the driver's breath, the vehicle will not start.

Eligibility Requirement.

  • No other current or pending suspensions or revocations on their driver's license.
  • Must be enrolled in or have completed a treatment program for substance abuse
  • Must obtain and keep high-risk SR22 (Certificate of Financial Responsibility) insurance.
  • All eligible vehicles must install an IID placed by a DC DMV-approved vendor.


Drivers with a Commercial Driver's License (CDL) must convert to a non-commercial driver's license. Enrollment in the program must be completed no later than 30 days of conviction, and a non-refundable $50 application fee must be paid. Upon registration in the program, a restricted DC DMV license will be issued, allowing you to drive only vehicles fitted with the ignition interlock device. Every vehicle registered to the driver must have an ignition interlock device.

Failure to enroll in the IID Program will result in the driver's license being revoked indefinitely and all vehicles registered to the driver being suspended. Residents who have had their driver's license revoked for more than six months must retake the DC DMV's knowledge and road skills tests.
