North Dakota’s I-94 Exit 161 Project Enters Winter Phase with New Traffic Pattern and Ramp Designations

As winter approaches, the North Dakota Department of Transportation is preparing drivers for a major traffic switch at the Interstate 94 Exit 161 interchange in northeast Bismarck. The long‑term reconstruction project at Centennial Road and I‑94 has reached a point where two new exit ramps and a new traffic pattern will go into operation. Beginning November 26, 2025, crews will close the temporary westbound ramp and direct traffic onto the new, permanent lanes that will be used through the cold months.
The Exit 161 project is transforming an outdated cloverleaf interchange into a more efficient “three‑quarter diamond” design. The rebuilt interchange includes separate exit ramps for drivers heading to the Bismarck Expressway and for those heading north on Centennial Road. Under the new configuration, travelers on eastbound I‑94 coming from Mandan will take the first off‑ramp, now signed as Exit 161A, to reach the Bismarck Expressway and points south. A second off‑ramp, signed as Exit 161B, will lead directly onto Centennial Road. Conversely, drivers leaving Bismarck on the Expressway to access eastbound I‑94 will use a new ramp located east of the interchange, instead of the former loop ramp. These changes are designed to reduce weaving and conflict points, making the interchange safer and more intuitive.
During the winter phase, travelers should anticipate narrower lanes, reduced shoulders and changing lane markings. The Department of Transportation urges motorists to slow down, follow posted signage and stay alert for shifting traffic patterns. The interchange will remain an active construction zone, and crews may be on site during daylight hours to finalize pavement markings, temporary barriers and signage. Weather permitting, construction crews will return in spring 2026 to complete additional ramp work, pour permanent concrete medians and build the remaining segments of the project. Final completion is expected by late summer 2026.
The Centennial Road/I‑94 project is part of a multi‑year effort to modernize one of Bismarck’s busiest interchanges. Once finished, it will provide improved traffic capacity, better connections between the interstate and local roads and a safer experience for drivers, pedestrians and bicyclists. The project includes new lighting and drainage improvements as well as upgrades to the adjacent city street network. During construction, motorists are encouraged to seek alternate routes when possible, pay close attention to orange barrels and lane shifts and practice patience. The NDDOT recommends using the project website or North Dakota 511 for up‑to‑date traffic information. By following directions and driving with caution, motorists will help ensure the safety of crews and fellow road users while the transformative interchange project proceeds through its winter stage and into final completion next year.
