Massachusetts RMV Begins Pre-Registration for All Residents to Obtain Standard Driver’s License

The Massachusetts Registry of Motor Vehicles (RMV) has opened pre-registration for obtaining a Standard (Class D or M) driver's license, a step forward in implementing the Work and Family Mobility Act (WFMA). The law, which takes effect on July 1, allows all Massachusetts residents to apply for a standard driver's license, regardless of their immigration status.

The move is set to serve an expected influx of about 105,000 applicants within the first six months, and several measures have been taken to handle the volume. The RMV has increased staffing, expanded road test operations, and extended service hours at various RMV locations.

Two New Road Test Locations

In addition to these measures, the RMV has established two new temporary road test sites exclusively for road tests:

  • Lynn: Located at the Department of Conservation and Recreation (DCR) Connery Skating Rink at 190 Shephard Street, Lynn, MA 01904. Open from 8:00 AM to 4:00 PM, Monday through Saturday.

  • Revere: Located at the DCR Cronin Skating Rink, 870 Revere Beach Parkway, Revere, MA 02151. Open from 8:00 AM to 4:00 PM, Monday through Saturday.

RMV Pre-Registration System

As part of its efforts to streamline the process, the RMV has also introduced a pre-registration system that allows customers to request an appointment online, with an email sent to them when an appointment becomes available. Pre-registration began at 7:30 AM on Saturday, July 1.

Here's how the pre-registration system works:

  1. Visit Mass.Gov/myRMV.
  2. Select the "Reservations" option, then "Schedule a Service Center Appointment."
  3. Provide the required information.
  4. Select the type of appointment (learner’s permit, transfer out of state license, etc.), and the desired service center location.
  5. After completing these steps, customers will receive an email with either a link to schedule an appointment or a confirmation of addition to a waitlist.

For those without an email account, the RMV offers over-the-phone assistance at 857-368-WFMA (9362).

Resources and Support

The RMV has put several resources in place to ensure seamless service delivery:

  • An informational website, Mass.Gov/WFMA, detailing the WFMA, identification requirements, and steps for securing a standard Class D or M driver’s license.
  • A dedicated informational phone line, 857-368-WFMA (9362), featuring messages in multiple languages.
  • FAQs and a public flyer to prepare customers for their applications.
  • Materials translated into 15 languages, permits available in 35 languages, and interpreters (phone and in-person) available in 100+ languages.
  • Expanded call center and customer service center staffing.
  • Increased number of road test examiners and expanded hours for road test operations.

Applicants are urged to prepare in advance for the process by making appointments, gathering necessary documents, studying, and practicing driving. They are also warned to beware of fraudulent websites and scams, ensuring to pay fees only at Mass.Gov/myRMV or in person at an RMV location.
